Organisations wishing to use SPEAR must first register to become a SPEAR user. A relevant agreement is to be signed and all organisations should read the associated Common Rules.
Members of the public can view SPEAR applications without registering, however registration is required for those wishing to lodge an objection to a planning permit advertised in SPEAR.

Members of the public can search and view a list of applications including the application status at anytime using the SPEAR Public Search function on the SPEAR website.
Members of the public can register with SPEAR to object to an advertised SPEAR planning permit application.
Individual users who wish to lodge an objection should register online at: http://www.spear.land.vic.gov.au/spear/app/public/access-agreement
Note: If you are a solicitor, conveyancer, bank, property developer/owner wishing to check the status of an existing SPEAR application, please do not register online. Use the SPEAR Public Search or, alternatively, contact the surveyor and ask to be invited as a guest.

Complete the following forms and mail them to the address below. Two copies of the Access Agreement are required and should be signed by a person with the appropriate delegation in your organisation.

Planning organisations are able to register with SPEAR to submit planning permits for subdivisions. Development and other types of permits will need to be submitted to council outside of the SPEAR process.
