On 21 January 2019 the Registrar of Titles determined Version 2 of the SPEAR Electronic Lodgment Network Participation Rules under section 23 of the Electronic Conveyancing National Law (Victoria). This version was published on 24 January 2019 and takes effect on 25 February 2019.
In determining Version 2 of the SPEAR Electronic Lodgment Network Participation Rules, the Registrar adopted, where applicable, the model participation rules developed and approved by the Australian Registrars' National Electronic Conveyancing Council (ARNECC).
Lodging parties must read the SPEAR Electronic Lodgment Network (ELN) Participation Rules before proceeding.

Version 1 of the SPEAR ELN Participation Rules (effective 26 April 2017 to 24 February 2019) is available for reference (PDF 2.1MB).
Complete the online form to register your interest in SPEAR. You will be required to provide details such as your ABN and organisation type so Land Use Victoria can determine your eligibility to become a SPEAR ELN Subscriber.
Complete the SPEAR ELN online registration form.
The SPEAR Service Desk will contact you to discuss your individual requirements and book a sign up appointment. You may also be required to submit supporting documents at this stage.
You will need to purchase at least one digital certificate before you can proceed to the sign up appointment. An eToken will be provided for you to store your certificate on.

A member of the SPEAR team will perform an ID check on your organisation's signatory/ies and witness the signing of the SPEAR ELN Subscriber Application Form. This may take place at your office or at 2 Lonsdale Street, Melbourne.
During this step, you can provide a SPEAR Organisation Registration Form if you have multiple users requiring access or would like to set up an additional office in SPEAR.

The SPEAR Service Desk will process your application and you will receive your SPEAR login details at your registered email address.
Initial training will be provided during the sign up appointment.
New users or staff requiring refresher training can attend a free training session on one of the scheduled training dates.
