Individuals/members of the public can 'self register' with SPEAR to submit planning permit applications, or to object to an advertised SPEAR application.
If you are a solicitor, conveyancer, bank, property developer/owner wishing to check the status of an existing SPEAR application or view application documentation, then please do not self register. Contact the SPEAR Service Desk on (03) 8636 3049.

Members of the public can search and view a list of applications including the application status at anytime using the ‘public search’ function on the SPEAR website. The Referral Authority Directory provides a state-wide, centrally accessed source of Referral Authority contact details.
Each Responsible Authority (council) maintains the list of Referral Authorities that are applicable for their organisation. Referral Authorities maintain the details of their organisation or site.
Any enquiries should be directed to the Referral Directory Administrators at the Department of Planning and Community Development – Daniela Cala on (03) 9947 1208.
Default View
When you access the Referral Directory it will show Referral Authorities for all planning schemes by default.
There is an additional option to ‘Filter by planning scheme’ by selecting the single relevant scheme from the drop down list.

There is an additional link just below the page title to toggle the view to ‘Planning Referral Authority Directory by Referral Authority’.
There is also an additional option to ‘Filter by Referral Authority’ by selecting the single relevant Referral Authority from the list.
