VR047 - Easement Benefit


Example Messages

  • Easement "EAS3\PS123456" linked to "E3", "E4" does not define a beneficiary.
  • Since easement "EAS3\PS123456" linked to "E3", "E4" has an 'Easement Beneficiary' annotation it does not require a beneficiary to be defined using the owner attribute.

Rule Description

Created and affected easement parcels must define a beneficiary.


VR087 - Existing Easement Benefit


Example Messages

  • Existing easement "EAS3\PS123456" linked to "E3", "E4" does not define a beneficiary.
  • Since existing easement "EAS2\PS123456" linked to "E2","E3" has an 'Easement Beneficiary' annotation it does not require a beneficiary to be defined using the owner attribute.

Rule Description

Existing easement parcels must define a beneficiary.


VR051 - Easement Purpose Manual Check


Example Messages

  • Easement "EAS1\PS123456" with group 2 purpose "Supply of Water" linked to "E1" has not provided further qualification in the plan. For more information about acceptable easement purposes, refer to this link. Manual check is required.
  • Easement "EAS1\PS123456" with group 2 purpose "Supply of Water" linked to "E1" has provided further qualification - "Supply of water through underground pipes". For more information about acceptable easement purposes, refer to this link. Manual check is required.
  • Easement "EAS1\PS123456" is using a group 3 purpose "Tree Planting", manual check is required. For more information about acceptable easement purposes, refer to this link. Manual check is required.

Rule Description

  • If easement purposes used is in groups 2, 3 and 4 as stated in Section 6, Victorian Reference Data List of the ePlan Handbook.
  • For group 2 purposes, check if further qualification2 is provided, flag for attention either way; or, for groups 3 and 4, if further qualification2 is provided flag it for attention, in addition always flag for manual check.

Rule does not apply to plans without easements.

VR052 - Easement Fixing


Example Messages

Easement "E1" linked to "EAS1\PS123456" has not been fixed to title boundaries appropriately. Easement fixing can be done by one of the following means:

  • Connection to a point in the primary subject parcel
  • Abut at least one primary subject parcel
  • Fix to the corner of a primary subject parcel
  • Fix to a primary subject parcel using at least 2 offsets
  • Shares corner or boundary with another non-extinguished easement that is connected via one of the above methods

Rule Description

Created and affected easements must be fixed to primary parcel boundaries. Easements are correctly fixed if any Lines in the easement have appropriate connections to Lines of primary subject parcels by one of the following means:

  • Connection to a point in the primary subject parcel
  • Abut at least one primary subject parcel
  • Fix to the corner of a primary subject parcel
  • Shares corner or boundary with another non-extinguished easement that is connected via one of the above method.
  • Fix to a primary subject parcel using at least two offsets.

Traversing only done through boundary and topo traverses. Rule does not apply to plans without easements.

Example Messages

  • Easement "EAS1\PS123456" linked to "E1" has a purpose of "Any Easements", manual check is required.

Rule Description

If "Any Easements" is used as Easement Purpose, flag it to examiners.


VR113 - Building Format Easement


Example Messages

  • Easement "EAS1\PS123456" linked to "E1" has a parcel format of "2D Building" but does not contain any boundaries defined by a building. Change the parcel format to "Standard".
  • Parcel "E1" contains building boundary, but it is referenced by Easement "EAS1\PS123456" that has the format of "Standard". Change the format of the easement parcel "EAS1\PS123456" to "2D Building".

Rule Description

  • Easements with parcel format of 2D Building must reference at least one parcel that contains building boundary (at least one line with description).
  • If any referenced parcel contains building boundary, the Easement must have parcel format of 2D Building.

The rule does not apply to geometry easement parcels.


VR114 - Geometry Easement Parcel Attributes


Example Messages

  • The "Geometry" parcel format should be only used for parcels with class of "Easement". However, it has been defined for "E1" with class of "Lot"

Rule Description

  • Parcels with format of "Geometry" must have class of "Easement".

VR133 - Encumbering Road Easements


Example Messages

  • The encumbering road easement "R1" does not have a corresponding created road with the same name and geometry. Expecting a created road named"R1" with same geometry.

Rule Description

  • For each encumbering (road) easement there must be a created road with the same name and geometry.

Example Messages

  • The easement parcel "E1" must provide a parcel format attribute.
  • Easement "E1" does not specify required details, such as origin, purpose, and beneficiary.
  • Easement "EAS1\PS123456" references "1\PS123456" but this parcel is not an easement parcel.
  • The easement parcel "EAS1" linked to "E1" must provide an origin as part of the name or using the "Easement Origin" annotation.
  • The Multipart easement parcel "E1" references the same parcel "E1-p5" multiple times. Each referenced parcel must be unique.
  • Multipart easement "E1" has only one single geometry easement "E1-p1" assigned to it. Multipart easements must have either at least one multipart geometry easement or multiple single geometry easements associated with them.
  • Multipart geometry easement "E4" references part geometry parcel(s) "E3-p2" that do not have the same name. Part parcels should have the same E# value as their multipart parcel.
  • Easements "E3", "E4" have been assigned to easement "EAS2\PS123456", however the easement parcel type is "Single" instead of "Multipart".
  • The easement parcel "E1" is linked to multiple geometry easement parts, however its parcel type is "Standard" instead of "Geometry".
  • Easement "E1" references part parcels but its parcel type is "Single" not "Multipart".

Rule Description

  • All easements must have a parcelFormat attribute.
  • Check each geometry easement (exclude part geometry easements) is referenced by one or more non-geometry easements.
  • Check each non-geometry easement only references geometry easements.
  • Check that all non-geometry easements have an origin.
  • For multipart easement parcels, check that each linked part parcel is unique.Also check that for non-geometry easement parcels, each linked parcel is unique.
  • For multipart non-geometry easement parcels, check that there exists at least two geometry parcel references.
  • For multipart geometry easements, check that each of the referenced parts have the same E# matching the E# of the multipart parcel.
  • If there are two or more geometry easements assigned to a non-geometry easement the parcelType must be multipart.
  • The parcelFormat of an easement which has multiple linked part geometry easements must be geometry.
  • A geometry easement that references part parcels must have a parcelType that is multipart.
