VR042 - Parcel Name Format


Example Messages

  • Lot "1\PS1" does not have a valid name.
  • Lot "NOSPI-1" does not have a description.

Rule Description

Parcel identifiers must follow the expected naming convention. If the name of a parcel is "NOSPI-#" it must have a description instead.


VR091 - Plan Number Of Created Parcel Names


Example Messages

  • The plan number portion of created "Owners Corporation" "OC1\PS123456" does not match with plan number "PS654321".

Rule Description

The plan number portion of all created parcels must be the same as the plan number in the survey header. Since check digit is optional in the created parcel name, include the check digit in the comparison only if both the parcel plan number and the plan number have a check digit.
Note 1: When comparing the plan number portion of created parcels in stage plans, it is important to use the plan number in the survey header without the trailing /S# or /C#.
Note 2: Need to cater for the type of plan that does not have a plan number until it is registered. These plans will have a plan number of “LV To Supply” and created parcels will be named “1/LV To Supply”.


VR043 - Created Parcels for Cancelled Parcels


Example Messages

  • Plan contains cancelled (extinguished)parcels "1\PS123456, 2\PS123456" but does not contain any created parcels.
  • Plan contains created parcels "1\PS623100, 2\PS623100, 3\PS623100, R1\PS623100" but does not subdivide any parcels. No cancelled (extinguished) parcel is found.

Rule Description

  • If plan contains at least one extinguished primary parcel, it must also contain at least one created primary parcel.
  • If plan contains at least one created primary parcel, it must also contain at least one extinguished primary parcel.

VR024 - Existing Parcel in VOTS


Example Messages

  • Parcel "1\PS123456" does not reference a valid Standard Parcel Identifier (SPI) in Victorian Online Titles System (VOTS) database.

Rule Description

The SPI of all existing primary parcel and subdivided crown parcels must in VOTS:

  • Have a matching SPI; and,
  • The SPI is active; and,
  • The title type of the parcel must be freehold.

VR094 - Non-survey Plans


Example Messages

Rule Description

Non-survey plans are not allowed unless they satisfy the exemptions advised by Land Use Victoria.


VR097 - Consolidation Plans


Example Messages

  • Consolidation plans must only create one parcel from two or more parcels. This plan is creating 3 parcels from 2 extinguished parcels.
  • If the intention of the consolidated parcel is to be identified as a road/reserve and vested in council/body, then the plan should be lodged as a single parcel subdivision.
  • Consolidation plans must only create one parcel from two or more parcels. This plan is creating 0 parcels from 2 extinguished parcels.

Rule Description

Consolidation plans (plan number starting with PC) must create one and only one lot from two or more primary parcels. There is no limitation to the creation of easements and restrictions.

The rule does not apply to subdivision plans (plan number starting with PS).


VR111 - Sequential Created Lot Numbers


Example Messages

  • Created lots "1, 4, 5" seem to be missing in the plan. Manual check is required.

Rule Description

If there is any missing created lot numbers, flag it for attention. Rule is not applicable if created lots do not have numeric sequence, ie, they only have alpha sequence.


VR145 - Survey Data for Non-Survey Plans


Example Messages

  • A Non-Survey plan must not include any survey components, i.e., Control Point (PM / PCM), Reference Mark, Traverse Point, Traverse Line, Radiation Line and Monument. Please ensure these features are removed from ePlan.

Rule Description

A Non-Survey plan must not include any survey components, i.e., Control Point (PM / PCM), Reference Mark, Traverse Point, Traverse Line, Radiation Line, and Monument.

Precondition

Return 'Not Applicable' for Survey and Partial Survey plans
