Project Implementation

Land Victoria introduced digital plans of subdivision (ePlan) in Victoria in September 2011. A number of components were developed and a number of current systems were re-engineered through the project implementation.

The project was being managed in three phases. The first phase was the detailed IT and stakeholder planning for ePlan. It started on 1 January 2010 and concluded on 30 November 2010.

The second phase commissioned the IT side of ePlan with the design, build, test and deployment of the specified software and hardware. This phase commenced on 1 December 2010 and concluded on 30 September 2011.

The third phase is the implementation of ePlan at the user level along with an IT post-implementation review as part of the 'Learn' phase of project management. Part of this phase will be to plan further enhancements to the ePlan system.

The following components were included in the ePlan project:

  • requirements of Land Victoria for digital land subdivision plans
  • ePlan-enabled SPEAR
  • validation of ePlans
  • data delivery for ePlans
  • visualisation application for ePlan
  • ePlan stakeholders’ engagement 

The following components were excluded from the project:

  • consideration of the development of a survey-accurate cadastral database
  • development of examination applications for internal Land Victoria use
  • building subdivisions (where the lots are not defined by measurements)
  • development of processes/methods for updating internal databases using digital plans
  • consideration of 3D co-ordinates.
